B. Providing ped-way along 142nd Avenue. <br /> <br />C. Request for T.I.F. funding for park development. <br /> <br />Providing trail access to North to link with Ramsey Terrace <br />Trail to Ramsey Elementary School. <br /> <br />Providing information as outline in the City Engineer's letter of <br />9/8/88. (The preliminary plat has been revised to take into account <br />considerations outlined in the City Engineer's report). <br /> <br />4. Revise plat to indicate non-riparian lots on Magnesium Street Pond. <br /> <br />Mr. Otto noted that residents of Ramsey Terrace appeared at the public <br />hearing conducted by the Planning and Zoning Commission and presented a <br />petition indicating their opposition to the plat on the basis that the <br />sewer and water trunks would be extended along 142nd Avenue. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />approve Mr. Dick Carson's request for preliminary plat approval of <br />Windemere Woods with contingencies as noted by the Planning and Zoning <br />Commission on September 19, 1988 and DNR review of the revised plat. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Request for site plan approval; case of Northern PAR <br /> Development. <br /> <br />· Mr. Otto stated that Northern PAR Development is requesting site plan <br /> approval of their proposed expansion to Jimmy B's American Cafe. <br /> <br />Clayton Berg of Northern PAR Development was present and stated that he <br />takes exception with several of the conditions listed in the proposed <br />development permit, particularly that one requiring repaying of the entire <br />parking lot. Mr. Berg explained that repaying the entire parking lot would <br />create such a financial hardship that the expansion project would not be <br />possible. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Bawden to <br />approve Northern PAR's request for site plan approval for an expansion to <br />Jimmy B's American Cafe. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember DeLuca to <br />authorime the Mayor and City Administrator to enter into a development <br />agreement with Northern PAR for the expansion of Jimmy B's American Cafe. <br />Further, that the following amendments shall be made to the development <br />agreement: <br /> <br />Item #4 of the development permit shall be amended to indicate that <br /> City Council / September 27, 1988 <br /> <br />Page 11 of 18 <br /> <br /> <br />
