Voting No: None. <br /> <br />Case #19: Comments on the draft Environmental Impact Statement for <br /> . ~he proposed expansion of the Anoka Sanitary Landfill. <br /> <br />Mr. Otto stated that on Monday, September 26, 1988, the Metro Council <br />conducted a public informational meeting regarding the proposed vertical <br />expansion of the landfill and the draft Environmental Impact Statement <br />relating to it. In conjunction with that, written comments will be <br />received until October 10, 1988. Mr. Otto presented Council with copies of <br />staff's written comments regarding the draft Environmental Impact <br />Statement. Mr. Otto requested Council review and approval of those <br />comments for submission to Metro Council. Mr. Otter of Waste Management <br />was present and proceeded to review with City Council those staff comments <br />that he takes exception with. <br /> <br />Council consensus was to table any action on the proposed comments to the <br />draft Environmental Impact Statement to allow Council sufficient time to <br />review both. In the interim, staff was directed to meet with Waste <br />Management to resolve as many as possible of the points raised in staff's <br />response to the Environmental Impact Statement. Staff was also directed to <br />schedule a special City Council meeting for October 4, 1988 at 8:00 p.m. to <br />discuss the EIS and the City's response to it. (See lower portion of this <br />page for further action). <br /> <br />Case #20: MeetinE with STERN Committee. <br /> <br />Mr. Hartley reported that at the meeting with STERN, concern was raised <br />regarding rushing into an ordinance to prohibit commercial incineration in <br />Ramsey. Mr. Hartley stated that the STERN Committee is willing to extend <br />the time period for acting on the petition received. <br /> <br />Council directed City Staff to draft an agreement for Council consideration <br />in November that would extend the time period for acting on the petition <br />received to initiate an ordinance prohibiting commercial incineration in <br />Ramsey in order to allow staff and STERN sufficient time to work out the <br />details of the ordinance. Council also directed that the next meeting with <br />STERN will be scheduled for October 4, 1988 at 7:00 p.m. <br /> <br />Case #19: <br /> <br />Comments on the draft Environmental Impact Statement <br /> <br />Mr. Hartley requested that City Council set a time to approve, disapprove <br />or modify the official comments to the draft Environmental Impact <br />Statement. <br /> <br />Upon Mr. Otter's request, Mayor Reimann directed City Staff to meet with <br />Waste Management of Minnesota, Inc. to resolve some of the points of <br />concern raised regarding the Environmental Impact Statement and City <br />Staff's comments to it. <br /> <br />City Council scheduled a special meeting for October 4, 1988 at 8:00 p.m. <br />to discuss the EIS and the City's response to it. <br /> City Council / September 27, 1988 <br /> <br />Page 17 of 18 <br /> <br /> <br />
