Councilmember Kuzma referenced the public meetings that were held and questioned how that <br /> resident input was incorporated. <br /> Community Development Director Gladhill confirmed that the input was considered when <br /> drafting a response. He noted that the participation in the public meetings dwindled as time went <br /> along to the point of zero attendees at the last meeting/open house. <br /> Board Member Valentine stated that he would view that as the residents being pleased with their <br /> input being heard. <br /> Community Development Director Gladhill stated that the main focus for residents was <br /> regarding lawful nonconforming uses and the details regarding those matters. He questioned if <br /> the EPB believes that the DNR should be establishing rules for the City, above those already <br /> existing, in certain areas. <br /> City Planner Anderson noted that there is an existing MRCCA Rule and the City has an <br /> ordinance in effect presently that substantially complies with the current rule. He advised that <br /> the City would gain the transition of some properties from lawful nonconforming uses to lawful <br /> conforming uses. <br /> Community Development Director Gladhill noted that the DNR has been very cooperative and <br /> did incorporate comments throughout the process. <br /> Chairperson Stodola questioned if the input of the EPB would even matter. <br /> Community Development Director Gladhill confirmed that the DNR can amend the rules without <br /> the acceptance of the cities but explained that this is the point when a response and input can be <br /> submitted to the DNR for consideration. <br /> Board Member Valentine stated that he was satisfied with the response drafted by staff and <br /> believed that this should simply move forward and confirmed the consensus of the Board. <br /> City Planner Anderson advised that this item will go before the Planning Commission on August <br /> 7th and then to the City Council the following week in order to meet the August 15 deadline <br /> from the DNR. He stated that he would like the input of the Board regarding possible permits <br /> that would be needed for vegetation management within the MRCCA. <br /> Community Development Director Gladhill explained that currently the City has three different <br /> standards for different shoreline areas within the City and stated that after this process the City <br /> will attempt to streamline the shoreline requirements. <br /> Board Member Lewis questioned if the ultimate intent of the City was to create a uniform set of <br /> standards for both river corridors. <br /> City Planner Anderson explained that would not necessarily mean a uniform set of standards for <br /> both rivers and other water bodies found within the City but to create one shoreline section with <br /> subsections for each river and one for other water bodies.
