Council recessed at 8:58 p.m. <br /> <br />Mayor Reimann called the meeting back to order at 9:08 p.m. <br /> <br />Workshop To Review Findinys Related To Waste Management of <br /> Minnesota. Inc.'s Conditional Use Permit Request: <br /> <br />Mr. Goodrich reported that per discussions with Waste Management, it has <br />been agreed to amend the proposed conditional use permit in the following <br />ways: <br /> <br />The permit would be issued for a period of 3 years for landfill-type <br />activity with 6 month renewals leading up to but not more than 5 <br />years. The ski hill activity would be for inperpetuity. <br /> <br />Limits of Excavation will be revised in accordance with revised plans <br />expected to be received. <br /> <br />Hours of Operation will be revised to 7:00 a.m. to 6:00 p.m. for <br />borrow activity and 7:00 a.m. to 8:00 p.m. for landfill activity. <br />Restoration activity in the borrow area will be permitted after 6:00 <br />p.m. <br /> <br />Stockpiled Materials will be limited to no more than 50,000 cubic <br />yards at any one time on the site. <br /> <br />Right-of-Way Dedication/Environmental Permit. Roadway alignment will <br />be subject to the approval of the City; Waste Mangement shall <br />coordinate alignment with the City Engineer. <br /> <br />Road Grading. The first sentence will be amended to indicate 'city <br />road', (Note: It is not the intent of the applicant to provide <br />topsoil or final grading.) <br /> <br />Pest Control was amended to indicate additional controls may be <br />directed by the City Inspector as permitted by law. <br /> <br />Water Quality will be reworded to indicate that the applicant must <br />meet State and Federal regulations for water quality for water that <br />would leave the site. Language will also be indcluded indicating <br />future regulations will also have a meaningful affect at that future <br />time · <br /> <br />Site Plan Review will be amended to require same for ski hill <br />development but not for landfill expansion and borrow activities. <br /> <br />Off-Street Parking is required to have a bituminous surface; language <br />being added to indicate that the applicant is not restricted from <br />applying for a variance from that requirement. <br /> <br />Hours Of Operation.
