Minnesota. Inc.'s Conditional Use Permit Request: <br /> <br />Mr. Goodrich reported that the purpose of this workshop is to review the <br />findings of fact relating to Waste Management's request for a conditional <br />use permit that have been recommended by the Planning and Zoning Commission <br />for adoption. <br /> <br />Council proceeded to review the proposed findings of fact. <br /> <br />Council consensus was that Item ~/37 should be amended to indicate that two <br />test plots have been installed to test the final cover system. <br /> <br />Council reviewed those findings addressing groundwater contamination and <br />suggested a finding be added to clarify the families of contaminants. <br /> <br />Council consensus was that Item #67 should clarify that the projected <br />$2,150,000 in royalties is based on the proposed volume of the proposed <br />expansion. <br /> <br />Council noted that the proposed findings indicate the request is unduly <br />dangerous. Council consensus was that in considering the request in it's <br />entirety, construction of a road is not unduly dangerous, construction of a <br />ski hill is not unduly dangerous and the bird attractant problem as it <br />relates to airport activity will decrease with time. <br /> <br />Relating to Item #72, Council was of the consensus that considering the <br />request as a whole, it will not adversely impair market value of <br />surrounding property. <br /> <br />Council consensus was to delete Item #73 stating the use is not harmonious <br />with tke objectives of the Comprehensive Plan. <br /> <br />Consensus was that Item #74 should be amended to indicate that the proposed <br />use will not change the essential character of the area. <br /> <br />Consensus was to delete the term 'hazardous' from Item #75 to indicate that <br />the proposed use will only be disturbing to existing and future neighboring <br />uses. <br /> <br />Consensus was that Item #77 should be amended to indicate that the use as a <br />whole may create 'additional requirements', not 'excessive additional <br />requirements'. <br /> <br />Consensus was that Item #78 should be broken into 4 parts to individually <br />address the vertical expansion, roadway, ski hill and excavation/transport <br />of materials. <br /> <br />Consensus was to delete Item #79 regarding the Elk River Landfill being a <br />viable alternative. <br /> <br />Council directed that the term 'response action' in Item #46 be changed to <br />'remedial action'. <br /> <br />City Council/October 26, 1988 <br /> <br />Page 3 of 5 <br /> <br /> <br />
