Voting No: None. 4) Approve gambling license request of Arrigoni, Inc. and waive the 30 day waiting period - Mayor Reimann directed City Staff to request that the representative of Arrigoni, Inc. be present at the November 16 continuation of the November 15 Council meeting. COUNCIL BUSINESS (~ONTINUED): ReqUest For Final Plat Approval Of Riverview Estates! Case Of Todd And Randy Elofson: Mr. Otto reported that EQB and DNR approval of Ramsey's proposed amendment to the Cri~tical River Ordinance appears favorable but the final plat of Riverview Estates will still have to be contingent upon that approval. Mr. Raatikka referred to the requirement of the developer to construct an 8 foot wide b£tuminous trail through the plat as part of park dedication. Mr. Raatikka stated that Anoka County does not plan to continue that trail to the County Park for the next 3-10 years and until such time, maintenance of that trail section through Riverview Estates would be Ramsey's responsibility. Mr. Raatikka recommended that the City require a cash payment in lieu of constructing the trail at this time. Motion by Councilmember Bawden and seconded by Councilmember Sorteberg to adopt Resolution ~88-218, amended as follows, approving the final plat of Riverview .Estates contingent upon DNR and EQB approval of Ramsey's proposed amendment t o the Critical River Ordinance : Item 1.c shall indicate that park dedication will be provided in the form of a cash payment in accordance with park dedication requirements in effect at the time of subdivision application, an additional 3 feet of right-of-way adjacent to the existing street right-of-way being provided and a cash payment in lieu of constructing an 8 foot wide bituminous trail the length of the property. Item 1.d shall be added to indicate that the developers will enter into a Development Agreement with the City. Motion carried. Amendment To Elofson Easement A~reement: Front Street Project: Mr. Raatikka stated that in the easement agreement with Ralph and Doris Elofson for the Front Street Project, it was agreed that the City would provide commercial accesses onto Front Street in accordance with the landowner's approved development plan; the Elofson's do not have an approved plan at this time. Mr. Raatikka recommended amending the easement agreement to delete construction of commercial entrances in exchange for a City Council/November 15, 1988 Page 11 of 15
