Kathy Paterson, member of the Make The Scene, Keep Ramsey Clean Committee, <br />was present and gave a report on the progress of the that Committee. Ms. <br />Peterson stated that it is important to send a representative to the <br />convention as Ramsey will be recognized as the first city in Minnesota to <br />become KAB certified. <br /> <br />Motion by Councilmember Pearson and seconded by Councilmember Bawden to <br />approve an expenditure of $1054.00 to send Mr. Jim Gromberg to the KAB <br />National Convention in Washington, D.C., December 7-10, 1988. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />~ Approve Of Joiniu_~ The Minnesota Police Recruitment System <br /> (MPRS): <br /> <br />Police Chief Auspos stated that MPRS is a joint powers group comprised of <br />over 40 cities that has established a testing procedure for officers so <br />cities do not have to develop or purchase their own tests in order to <br />review candidates who apply for job openings. Mr. Auspos requested <br />approval to join the System at a cost of $20/officer/year and a $700 fee <br />when an officer is hired off the list of candidates provided by MPRS. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember DeLuca to <br />adopt Resolution #88-222 authorizing participation in the Minnesota Police <br />Recruitment System (MPRS), authorizing the Mayor and City Administrator to <br />execute, o~ behalf of the City, the Joint and Cooperative Agreement, and <br />designating the Chief of Police and City Administrator as the City's <br />initial Director and Alternate Director, respectively, in the MPRS. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />FrOnt Street N.W, Easemen~ Paym~Dt To Mr. De,Bis Holmquist: <br /> <br />Mr. Goodrich reported that the City has negotiated with Mr. Dennis <br />Holmquist for easements for the Front Street Project at a rate commensurate <br />with a rate offered for other easements in the same project. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />authorize pa}unent of $3,800 to Dennis C. Holmquist and Beverly C. Holmquist <br />for payment for damage and land acquisition relating to the City's <br />acquisition of parcel 130 for Improvement Projects #87-18 and #87-25. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Case ~14: Request To Move In A House And Garage; Case of Mr. Leslie <br /> <br />Mr. Hartley stated that Mr. Humbert is requesting to move a house and <br />garage into Pineview Estates; City Staff has inspected the structures and <br /> City Council/November 16, 1988 <br /> <br />Page 4 of 10 <br /> <br /> <br />
