' Schedule A Special Meetin~ To Discuss MUSA Boundary Revisions <br /> And Establishment Of An Economic Development Authority: <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />schedule a special joint meeting with the Planning and Zoning Commission, <br />Economic Development Commission and Economic Development Company for <br />Monday, December 5, 1988 at 7:30 p.m. to discuss MUSA boundary revisions <br />and establishment of an Economic Development Authority. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Rmview Sketch Plan For Cedar Hills Proposed Subdivision With <br /> Respect To Road A~cess'.. Case Of Mr. Wally Anderson <br /> <br />Mr. Hartley stated that after researching, he has found that any proposed <br />subdivision consisting of more than 100 units is required to prepare an <br />environmen~tal assessment worksheet. On that basis, Cedar Hills would be <br />required rio prepare an EAW. Mr. Hartley recommended that City Council <br />order an EAW for all three proposed subdivisions in that immediate area; <br />Cedar Hills, Windemere Woods and Chestnut Hills. Mr. Hartley recommended <br />that the EAW be ordered when Council receives the sketch plan for Chestnut <br />Hills. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />c) Discussion regarding park dedication for HY-10 4th Addition; case of <br /> Art Raudio and Norm Holm - <br /> <br />Mr. Goodrich stated that Mr. Raudio is concerned with the application of <br />the appropriate park dedication ordinance to HY-10 4th Addition and the <br />value placed on the property for the selected ordinance to apply to. In <br />this instance, the park dedication ordinance adopted in July, 1988, is <br />being applied to HY-10 4th; it indicates that park dedication will be 10% <br />of land value; in Hy-lO 4th that amounts to $9740. Mr. Raudio feels park <br />dedication should be commensurate with HY-10 3rd Addition as HY-10 4th is <br />further subdivision of one of the lots in HY-iO 3rd. <br /> <br />Mr. Raudio explained the history of HY-10 and that the reason for platting <br />with outlots was to be able to customize lot sizes for future customers, to <br />imply future subdivision and avoid incurring increased taxes that come with <br />platted lots in a certain period of time. In platting HY-10 3rd, the <br />developer again desired to plat with an outlot but the City insisted on <br />full platting. If HY-10 3rd had been appproved with an outlot, the future <br />subdivision of that outlot would have been subject to the park dedication <br />ordinance' in effect during HY-iO 3rd platting (collected in building <br />permits). <br /> <br />Mr. Hartley stated that whether the subject property was platted as an <br />outlot or a lot, resubdivision of it constitutes a new subdivision subject <br />to current park dedication requirements and assessed value, whether it is <br />outlot or lot, is calculated in the same way. <br /> City Council/November 16, 1988 <br /> <br />Page 7 of 10 <br /> <br /> <br />
