Mr. Holm Stated that he feels that the $97,400 assessed valuation is too <br />high for raw land. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />authorize the Mayor and City Administrator to enter into an agreement <br />whereby Mr. Norm Holm and Mr. Gilbert Menkveld agree to pay for the cost of <br />an appraisal of HY-10 4th Addition to determine park dedication fees; in <br />the interim, Mr. Holm and Mr. Menkveld will place $9740 in escrow with the <br />City for park dedication. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, PearsOn and Bawden. Voting No: None. <br /> <br />Mr. Raudio stated that the reason for wanting to plat with outlots is to <br />imply further subdivision. If the HY-10 3rd had been approved with an <br />outlot, that property would not have been assessed at $97,000 because <br />outlots are considered unbuildable. <br /> <br />Mr. Hartley replied that in resubdividing property, it doesn't matter if it <br />is a lot or outlot. There is nothing in city code that states you can't <br />build on an outlot; it has been a practic of City Council to not encourage <br />or build on <br /> <br />Councilmember DeLuca inquired if further subdivision of HY-10 4th is <br />subject to park dedication fees. <br /> <br />Mr. Hartley replied that further subdivision of HY-10 4th would not be <br />subjected to additional park fees as they will have been paid for that <br />whole area. <br /> <br />~OUS~IL BUSINESS (CONTINUED): <br /> <br />~ Reauest To Rezone Certain Parcels Within Riverside West From <br /> ~,1 Busingss To R-1U Urban Residential; Case Of Thorp Finance: <br /> <br />Mr. Hartley stated that Thorp Finance is requesting approval to rezone two <br />lots in Riverside West from B-1 Business to R-1U Residential. There <br />already exists a mixture of zoning in Riverside West. Planning and Zoning <br />recommends approval of the request. <br /> <br />Motion by Councilmember Bawden and seconded by Councilmember DeLuca to <br />adopt Findings of Fact 4/0239 relating to the request by Thorp Finance to <br />rezone Lots 2 and 3, BLock 5, Riverside West, from B-1 Business to R-1U <br />Residential. <br /> <br />Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden.
