Motion carried. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden. Voting No: None. <br /> <br />Motion by Councilmember DeLuca and seconded by Councilmember Pearson to <br />introduce Ordinance ~/88-X rezoning Lots 2 and 3, Block 5, Riverside West <br />from B-1 Business to R-1U Residential. <br /> <br />Motion carried. Voting Yes: <br />DeLuca, Pearson and Bawden. <br /> <br />MAKOR AND ~OUNCIL ~NPUT <br /> <br /> Mayor Reimann, Councilmembers Sorteberg, <br />Voting No: None. <br /> <br />a) Congestion at polling places - <br /> <br />Mayor Reimann stated that he heard complaints of long voting lines at <br />Precincts 1 and 3 and directed the Community Development Director to <br />research population numbers in all of the precincts to determine whether <br />the boundaries need adjusting or polling places need to be expanded. <br /> <br />d) Anoka County transportation plan - <br /> <br />Mayor Reimann stated that there is a meeting scheduled for November 29, <br />1988 regarding the Anoka County Transportation Plan. That meeting date <br />conflicts with Ramsey City Council meeting date but Ramsey should be <br />completing the survey and returning it. Mayor Reimann stated that he is <br />not so concerned with transportation improvements for getting people to <br />Minneapoli:s but rather to where statistics indicate people are going. <br />Mayor Reimann stated that each councilmember should complete the survey and <br />return it to Mr. Hartley; Mr. Hartley will compile the comments and submit <br />them to th~ Aneka County Transportation Committee. <br /> <br />e) Code enforcement - <br /> <br />Mr. Hartle~ stated that City Staff has been pursuing enforcing various <br />ordinancesI in the City Code in a uniform manner, particularly relating to <br />signs and Screening. Mr. Hartley stated that he doesn't want to consume <br />staff timel on enforcement if Council intends to make special exceptions <br />through ao'nditional use permits. Each time Council receives an application <br />for a conditional use permit or variance that deviates from what city code <br />says, it weakens the position of enforcement the city is trying to <br />maintain. Then it becomes a situation of setting precedence and not being <br />able to deny subsequent applicants and the standard becomes a non-complying <br />use rather than a complying use. Mr. Hartley stated that he intends to <br />have City 'Staff map out all existing violations for Council to use in <br />detemining whether ordinances need amending or enforcing. <br /> <br />f) Counail/City Staff Workshop - <br /> <br />Mr. Hartley stated that he would like to schedule a workshop with a <br />facilitator to consider some long range planning for Ramsey. <br /> <br />Mayor Reimann directed Mr. Hartley to report back to him with some <br /> City Council/November 16, 1988 <br /> <br />Page 9 of 10 <br /> <br /> <br />
