Proper maintenance allows the initial investment to be <br />fully ufil/zed and enjoyed. Having an operations plan Jn place can result <br />in more productive work dine from maintenance staff. A maintenance <br />schedule and operations plan must be rigid enough to act as a standard <br />that can be referenced by employees, yet flexible enough to change <br />with changing policies, physical environments, budgets, staff, and <br />weather. <br /> <br />The Cit3.,'s current Operations & Maintenance (O & M) Department is responsible for the operations and <br />maintenance of the city's infrastructure. This section defines the department's responsibilities as they relate to <br />trails and addresses overall priorities. This section does not cover day-to-day scheduting and resource allocation, <br />which, given their fluid nature, require ongoing decisions by the director and the department managers. The <br />intent here is to provide the Park Board, City Council, and residents xvith a broader perspective of how this <br />function is structured and conducted to ensure effectiveness and efficiency of the .operation.
