Table 2: Growth Accommodation in Developed Communities <br />Policy I: ,Work with commnnities to accommodate growth in a flexible, connected and efficient manner. <br />Council R~le <br />· InvestCouncil resources to facilitate reinvestment (thrill, adaptive reuse and redevelopment). <br />· Maintain and expand existing regional infrastructure to adequately support reinvestment as identified in local <br /> comp~hensive plans. <br />· Reduce infiltration and inflow into the regional wastewater treatment system. <br /> <br />Community Role <br />· Accommodate growth forecasts through reinvestment at appropriate densities (5 units pius in developed areas <br /> and target higher density in locations with convenient access to transportation corridors and with adequate <br /> sewer rcapa¢ity). <br />· Approve and permit reinvestment projects that make cost effective use of infrastructure and increase dens, ity. <br />· Adopt~ordinances to accommodate growth and use land and infrastructure efficiently (examples: innovat[ve <br /> zoning techniques for mixed use development, transit oriented development, overlay districts, planned unit <br /> develdpment provisions, and traditional neighborhood development overlay zones.) ~ ~o '- <br />· Support the conversion or reuse of underutilized lands in order to accommodate growth forecasts, ensure <br /> efficieflt utilization of existing infrastructure investments and meet community needs. <br />· Reduce infiltration and inflow into the local and regional wastewater treatment system. <br /> <br />Policy 2: Pqan and invest in multi-modal transportation choices based on the full range of costs and benefits, <br />to slow thai growth of congestion and serve the region's economic needs. <br />Council R01e ~ i' <br />· Plan r~gional highway and transit systems, pedestrian and bicycle investments to improve connecti'ohs <br /> between workplaces, residences, retail, services and entertainment activities to accommodate growth and <br /> reinves, tment. <br />· Plan to complete 6-lane ring route, eliminate bottlenecks, make selec} capacity improvements and i~nprove <br /> system management. <br />· Provide and improve transit connections by coordinating planning for thrill and redevelopment projects with <br /> state agencies, counties and local communities. <br />· hnple~ent, maintain and operate (along with the opt-outs) transitways, transit stations and transit service; plan <br /> appr. ogriate station-area land uses with local governments and business. <br /> <br />Communi~ty Role <br />· Make local transportation, transit, pedestrian and bicycle investments to improve connections between <br /> workplaces, residences, retail, services and entertainment activities. <br />· Identi~ opportunities to improve transportation connections and address transportation issues such as travel <br /> demand management, access management, safety and mobility when planning infill and redevelopment <br /> projects. <br />· Plan land use patterns that support transit service and development. <br />· Adopt ~ordinances to support integrated land use (examples: ordinances encouraging or allowing shared <br /> parking; centers, transit oriented developments). <br />· Coordinate with business and other public agencies congestion-reduction measures such as collaboration with <br /> employers, provision of information or incentives to minimize or decrease peak-period 'impacts. <br /> <br />2O <br /> <br /> <br />
