Policy 2: Plan and invest in multi-modal transportation choices based on the full range of costs and <br />benefits, ~p slow the growth of congestion and serve the region's economic needs. <br />Council Role <br /> Plan a multi-modal, interconnected transportation system in cooperation with state agencies, counties and <br /> local governments. <br /> Expafld the capacity of the regional transportation system to slow the growth of congestion. Support <br /> improyements to principal arterials and A-minor arterials, including county roads. Expand the regional trails <br /> system. <br />· Support implementation of the most appropriate and cost effective techologies to manage and optimize the <br /> use or'both the highway and transit systems (examples: HOT lanes, ramp metering). <br />· Support a variety of freight transport modes to link the region with state, national and international markets. <br />· Help 9ommunities comply with MN/DOT's'access management guidelines. <br />· Coordinate with communities, the Metropolitan Airports Commission, and the Federal Aviation <br /> Admioistration to ensure planned land uses in areas surrounding airports are compatible with .~and Use <br /> C.om~alibilit. v Guidelines.fi~r Aircrq]~ Noise. ~ <br />Community Role <br />· Plan a_nd develop an interconnected local transportation system that is integrated with the regional system. <br />· Develbp local land uses linked to the local and regional transportation systems. <br />· Plan for conuections between housing and Centers of employment, education, retail and recreation uses. <br />· Coordinate with business and other public agencies congestion-reduction measures such as collaboration <br /> with ~mployers, provision of information or incentives to minimize or decrease peak-period impacts:, <br />· Adopt improved design principles to support better access and traffic management. ,.: ' <br /> <br />· Use ~N/DOT's access management guidelines to prepare local plans and ordinances. <br />· Use Land Use Compatibility Guidelines.for Aircraft Noise to plan appropriate land uses for areas surrounding <br /> · airp. o~s, <br /> <br />Policy 3: Encourage expanded choices in housing location and types, and improved access to jobs and <br />opportunities., <br /> <br />Council Role <br />· Provi~te guidance and negotiate lifecycle and affordable housing goals in implementing the Livable <br /> Communities Act (LCA) and Metropolitan Land Planning Act (MLPA). <br /> <br />· Inves[ Council resources to assist communities and community projects that increase the variety of housing <br /> types,and costs, appropriately mix land uses, increase transportation choices, and leverage private <br /> invesl;ment. <br /> <br />Communlty Role <br />· Develop and implement comprehensive plans that provide land appropriate for a variety of affordable and <br /> life-cycle housing options. <br /> Adopt local housing goals and implementation plans. <br />· Use local official controls and resources to facilitate development of a range of housing densities, types and <br /> costs. <br />· Approve and permit proposed housing developments in light of population forecasts, existing housing stock, <br /> and c,0rrent and future community and regional needs, as appropriate. <br /> <br />18 <br /> <br /> <br />
