Assistant Community Development Director Trudgeon stated particularly to this area, urban <br />services are available across the street with Alpine Acres, and as the Town Center develops there <br />will be othersi He indicated this is not something Staff pursued; it was requested by the <br />developer who, has been talking with the current owners. He stated he understands when you <br />have greater d .6n~ sity than the area around a development there can be issues, but Staff thinks they <br />have some scmemng options. He noted the Metropohtan Councd is looking at the 2030 plan to <br />give more flexibility to cities; however they are still operating under the current rules. <br /> <br />Assistant Com~t~ty Development Director Trudgeon advised Staff is looking at extending <br />urban services further north at the request of property owners. He indicated it is not unusual to <br />pursue this when the City receives a request; however they are not in the habit of extending urban <br />services where [~they are not wanted. <br /> <br />Chairperson N~t clarified this would require a Comprehensive Plan amendment even if they <br />were not extending urban services. <br /> <br />Assistant Community Development Director Trudgeon noted that is correct. <br /> <br />Commissioner Brauer asked if they were to run utilities to that area, would only the developer be <br />assessed or oth~rs as well. <br /> <br />Assistant Community Development Director Trudgeon stated that under the City Charter only the <br />developer pays; even if it runs by other properties. The City cannot force someone to pay for <br />this, so they o~y assess if an owner chooses to hook-up to the utilities. He indicated that is the <br />reason they do not just run utd~t~es down every street. <br /> <br />Greg Peterson, 10akwood Land Development representative stated they bought one parcel on this <br />property a yearI and a half ago, at the time of the Alpine Acres iSsues. He indicated as Alpine <br />Acres has been;iapproved, they started contacting some of the neighbors, and have contracts with <br />a few. They feel they have enough to go forward. <br /> <br />Mark Johnson, .,6410 154th Lane indicated he lives across the street from where they will cut the <br />street in, He stated he does not understand what they are doing. He indicated he is not criticizing <br />the development, but does not know what it will do to his property value, or if he will be able to <br />hook up to sew~r and water. He asked if they bring sewer and water into the area, people who <br />live in that are~ will be able to hook up. He stated about two years ago they had a survey about <br />water in his neighborhood, and most of those surveyed said no. He indicated now they would <br />like to hook up.i~ <br /> <br />Chairperson Ni~t stated that would be something to talk to Staff about, indicating Staff can <br />assess if there iS enough interest in the area to justify the capital expenditure. He stated at this <br />point it is a confept plan, and the details are not laid out. He advised asking the developer to go <br />into detail woul~l require architect and engineering, and it would only go to that level if it was <br />determined this;.development would be acceptable.
