whether others in the area could hook up to sewer and water, but if the Planning Cormnission and <br />City Council do not approve the project, the question is academic. <br /> <br />Chairperson NiXt stated he has some concerns about expanding the MUSA into this area. He <br />indicated they ~valuated Alpine Acres after the Comprehensive Plan was amended whether to <br />bring this into Higher density use, and made the decision against it based on the proximity to two <br />major roadway.~, that the area is self-contained and that there would be little development to the <br />north and wesL: He stated he is opposed because they went through the process extensively, and <br />this is just an opportunity to expand development in an area that is not planned for development. <br /> <br />Assistant Community Development Director Trudgeon noted they are not specifically talking <br />about MUSA ;at this stage, although it is relevant to the development. He advised the <br />Comprehensiv~ Plan amendments all came at the request of property owners. He stated as for <br />the infrastructure, there is a large trunk line going in at Alpine Acres to service that development <br />and future areaS, whether that growth takes place in the spring or years from now. <br /> <br />Chairperson Nixt stated if you look at the area north and west of the subject property there are <br />some very nic~ homes, and a significant expanse of property that will prohibit development <br />unless a developer wants to make a significant outlay of money. <br /> <br />Assistant Community Development Director Trudgeon stated there is interest from the property <br />owners to the north to extend utilities through the wetlands. He indicated Staff is looking at it, <br />and he does not know the cost, but the possibility is being explored. He stated as for the <br />infrastructure, they are updating the 1991 sewer plan, which talks about sewer to the north with <br />no date attached to when that may happen. He indicated they are looking at the sewer plan with <br />the assumption .urban services will sometime be in this area. <br /> <br />Commissioner Brauer stated he supports Chairperson Nixt's comments. He indicated they have <br />had people in here over the last year who live in the rural area, who have asked if something is in <br />the works or if it is planned for development, and we have told them no. He stated he feels it <br />would be going! back on their word if they were to approve this. He indicated in his former city <br />they violated th~ MUSA line, and did not file a necessary EIS, and made a mess of the area. He <br />stated when he hears Assistant Community Development Director Trudgeon talking about others <br />developing, he thinks it will cause problems. <br /> <br />Assistant Community Development Director Trudgeon commented that when people have asked <br />if they were plgnning development they said no because there was nothing before them. He <br />indicated nothing is done without notice, and notice has been sent in this case. He stated the <br />developer is saying this is what they propose. He indicated he thinks the developer still has a <br />right to go to preliminary Plat. He stated at a future meeting they would see preliminary plat and <br />a MUSA request, and ultimately the City Council will need to decide.
