Mr. Otto proceeded to review City Staff's proposal for justifying expansion <br />of Ramsey'is urban area. (See Attachment I) <br /> <br />Mr. Hartley stated that Metro Council has indicated that they would be <br />agreeable to expanding Ramsey's urban area by 100 acres; Ramsey is <br />requesting an expansion of approximately 400 acres. <br /> <br />Mr. Tom Patchen - 5700 148th Lane - Inquired why Ramsey's is requesting <br />expansion of the urban area. <br /> <br />Mr. Hartley stated that Ramsey is attempting to define an appropriate level <br />of MUSA boundary based on what is likely to happen, prepare a plan and have <br />that plan approved by other agencies. There is also some desire by <br />developers to expand the urban area to meet customer demands. <br /> <br />Mr. Tom Pat~hen - Stated that 5 years ago the City forced sewer and water <br />into Ram~ey and told the residents they would not have the services for 20 <br />years; now' they are projected to have it in 1991. <br /> <br />Mayor Reimann noted that sewer and water was not forced into Ramsey; the <br />City worked and planned for over 10 years to get the services to Ramsey's <br />boundary amd the area it was intended to serve. <br /> <br />Mr. Hartley noted that the policy City Council has set has been that these <br />utilities are not extended where residents do not want utilities and <br />considerable effort has been taken to keep people in those areas informed <br />about what is happening. <br /> <br />Tom Patcha~ - Inquired if the objective is to get sewer and water to City <br />Hall and Ramsey Elementary School. <br /> <br />Mr. Hartley stated that getting sewer and water to the City Hall and school <br />is certainly not the objective in expanding the MUSA boundary. <br /> <br />Commissioner Hendriksen stated that Planning and Zoning takes into <br />consideration the consistency of development with surrounding areas and <br />chose not to include some of the proposed development areas in the request <br />for MUSA b~undary expansion; inquired as to why those areas are still <br />included i~ the expansion request. <br /> <br />Mr. Otto replied that urban development between rural areas can be <br />accomplished; the properties in question lie within the ultimate urban <br /> <br />area, <br /> <br />James Martin - Requested that his property be included in the proposed <br />MUSA expansion because if the City is fortunate enough to get a Mississippi <br />River crosBing in this area, the property would have to be in the MUSA <br />boundary to qualify for funding. <br /> <br />Mr. Otto stated that the City cannot justify adding that much more land to <br />the expansion. <br /> <br />Mr. Greenberg stated that in his opinion, getting the proposed river <br />crossing area into the MUSA boundary would be a great benefit to Ramsey. <br /> City Council - EDC - P & Z/December 5, 1988 <br /> <br />Page 2 of 3 <br /> <br /> <br />
