Mr. Berg replied that the same policy is used in Burns for sealcoating and <br />patching. <br /> <br />Mary Smith - Burns - Inquired as to what an assessment hearing is. <br /> <br />Mr. Raatikka replied that if a project is approved and constructed, all <br />actual costs are compiled and presented at an assessment hearing. <br /> <br />Oliver D~Mar Wanstrom - 18065 Waco Drive, Ramsey - Inquired if special <br />~ssessment~ are tax deductible. <br /> <br />Mr. Hartley replied that special assessments are not tax deductible; <br />property taxes are deductible. <br /> <br />Janet Holm~s - 18045 Waco Street, Ramsey - Asked for clarification on the <br />term 'unit'. <br /> <br />Mr. Raatikka replied that a unit is a buildable lot. <br /> <br />Ron Ginsberg - Inquired if there are plans to extend sewer, water or <br />natural gad to the area that would cause the streets to be torn up again. <br /> <br />Mr. HartleY replied that it is beyond possibility to have municipal sewer <br />and water 'to this area ever; he is not aware of any natural gas extensions <br />to this at.ea, <br /> <br />Dale Henderson - Burns - Stated that his two parcels have been combined <br />into one s'o ha should be proposed to receive one assessment rather than <br />two. <br /> <br />Rick Bennett - Ramsey - Inquired if Ute Street is included in the proposed <br />project. <br /> <br />Mr. Raatikka replied that the project area does not include Ute Street; Ute <br />Street could be included for consideration if a petition is received. <br /> <br />Judy Rufsvold - 18151 Waco Street NW - Inquired as to who pays for the <br />feasibility study. <br /> <br />Mr. Hartley replied if the project is approved, the study is included in <br />the project cost. If the project is not approved, Ramsey and Burns have <br />the option to assess the affected property owners for the cost of the <br />feasibility study but ususally assume it as a cost of government. <br /> <br />Mayor Reimann - Stated that Mr. Hanson at 18026 Ute Street should be <br />assessed a full unit because his driveway from his shop accesses onto Waco. <br />There is another unit that should not be assessed because it accesses onto <br />Ute. <br /> <br />Daniel Baker - 5011 179th Lane - Stated that his driveway accesses onto <br />Waco but his address is 179th Lane; inquired if his proposed assessment is <br />an error. <br /> <br />Mr. Raatikka replied that Ramsey's assessment policy states that one full <br />unit of assessment will be placed on those properties with a driveway <br />Public Hearing/December 8, 1988 <br /> <br />Page 3 of 6 <br /> <br /> <br />
