According to Ramsey's City Charter, the opposing petition is <br />sufficientI and the project cannot move forward for one year. In Burns, the <br />township m~y consider the public improvement and the Town Board has to make <br />the judgement of what is best for the township and for the people affected <br />by the improvement. <br /> <br />Ramsey City Engineer Peter Raatikka stated that under Ramsey's City <br />Charter, t~e residents in the subject area have 60 days following the <br />public heayim§ to present another petition and if the people in favor of <br />the projeC~t outnumber the ones opposed, the project is eligible to go <br />forward. <br /> <br />Mr. Raatikka stated that the project is proposed to be constructed with two <br />types of streets. Where there are no ditches, it is proposed to use a <br /> i <br />suburban type street section and where there are ditches, it is proposed to <br />use a rura~l street section, both of which consists of 4 inches of gravel <br />and 2 inch~s of bituminous. In areas where soils are questionable, the <br />streets wpuld be constructed with 6 inches of gravel and 2 inches of <br />blacktop. The street would be a 7 ton design. Restoration of the right-of- <br />way adjace~nt to the street would be the responsibility of the property <br />owners. H~rd surface driveways that meet the road edge would be connected; <br />connection of driveways that do not meet road edge would be the <br />responsib~lity of the property owner. <br /> <br />Mr. Raati~ka stated that the estimated total project cost is $94,000; the <br />total numb~er of units to be assessed is 31; the cost per unit is estimated <br />at $3,032.1~6; the annual cost, amortized over 10 years at 9% interest, is <br />estimated ~t $472.43. The definition of a unit is a buildable parcel which <br />in Ramsey is 2.5 acres with 200 feet of frontage; a parcel eligible to be <br />subdivided and buildable is assessed for the appropriate number of units <br /> . <br /> <br />The same method of assessment is proposed for Burns. <br /> <br />Mr. Raati~ka ~tated that in Ramsey, there is a 60 day waiting period from <br />the time i'of the public hearing before a project can proceed. If the <br />project ~$ approved, construction could begin in May following spec <br />approval a~d receipt of bids. Following completion of the project, the <br />assessment' hearing could be held in July and the first assessment payment <br />would be due in May, 1990 with the property taxes. The assessments can be <br />paid at no interest within 30 days of the assessment hearing. Mr. Raatikka <br />noted that if bids exceed the City Engineer's estimate by more than 10%, <br />the project i~ stopped. <br /> <br />PUBLIC COMMENTS <br /> <br />Ron Ginsberg - Burns - 4961 182nd Lane, Burns - Inquired as to who pays the <br />cost of sealcoating one year after construction. <br /> <br />Mr. Raatikka replied that Ramsey's policy is to sealcoat 5 years after <br />street construction; the sealcoating costs are assessed to the property <br />owners and there would be an assessment hearing relating to that.
