Judy Rufsvold - Inquired as to the origin of the policy regarding one vote <br />per property owner. <br /> <br />Mr. Hartley replied that the Ramsey City Charter, Chapter 8, establishes <br />the one vo'te per property owner; this is not the case in Burns; Burns <br />uses State Statute 429 and in that statute the measure is not property <br />owners but rather front footage. <br /> <br />Oliver Wan~trom - Confirmed that there is a speeding problem in the area. <br />Stated that the only way he could afford a $9,000 assessment would be to <br />sell his h~me and he doesn't want to be forced out. <br /> <br />Mayor Reim~nn noted that Ramsey has placed extra police patrols in the <br />subject area and they have determined that the speeders are residents of <br />the area. Mayor Reimann suggested that the residents take down license <br />numbers o~I speeders and report them to the Police Department. <br /> <br />Oliver Wanstrom - Stated that with all the new children in the <br />neighborhood, the money would be better spent on developing the park. <br /> <br />Mary Smith - Stated that the $3,000 assessment figures down to $40/month or <br />one nice dinner out a month. <br /> <br />Ron Ginsbezg - Noted that Ms. Smith states that paved roads add to the <br />resale valle and inquired as to how many people plan to sell their homes in <br />the next 10 years. <br /> <br />Mr. Hartley stated that if there is no further petition in favor of the <br />project within the next 60 days, the project is suspended for one year° <br /> <br />Dan Baker- Inquired if some "Slow, Children At Play" signs could be <br />erected if the project proceeds. <br /> <br />Mayor Reimann noted that there are State guidelines that have to be <br />followed i~ order to get signs. <br /> <br />Ramsey Public Works Superintendent Merle Mevissen stated that the State <br />does not allow signage unless there is a park in the area. <br /> <br />Dennis Berg stated that the question before Burns is whether or not to <br />proceed with the project; without Ramsey's participation, the project cost <br />will be mOre per foot. <br /> <br />Jill Crosby - Burns - Stated that she is sure most people in Burns do not <br />want the project unless the entire road is paved. <br /> <br />Dennis Berg called for a show of hands of those Burns residents im favor of <br />the project. Five persons responded. Mr. Berg called for a show of hands <br />of those Burns residents opposing the project.
