CITY COUNCIL <br /> PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a public hearing on Tuesday, December 13, <br />1988 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gary Reimann <br />Councilmembek A1 Sorteberg <br />Councilmember David Bawden <br />Councilmember Stephen F. DeLuca <br />Councilmember A1 Pearson <br /> <br />Also Present: <br /> <br />City Administrator David Hartley <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br /> <br />CALL TO ORDER <br /> <br />Mayor Reimann called the public hearing to order at 7:35 p.m. <br /> <br />Mr. GoodriCh stated that the proposed amendment to the Charter to establish <br />a chapter ~ntitled "Police Department" has been published two times in the <br />official n~wspaper. Ramsey currently has a police department created by <br />ordinance.'; A police department created by City Charter can only be amended <br />and affected by the Charter. <br /> <br />Mr. Goodrich proceeded to review the contents of the proposed ordinance. <br /> <br />Mr. Goodrich stated that if City Council adopts the ordinance this evening, <br />it will become effective 90 days after it's first publication. During that <br />90 day period, persons who want to place this issue on a ballot could do so <br />by present~ing City Council with a petition signed by 2% of the registered <br />voters of 'the City. <br /> <br />Mayor Reimann inquired if the last section of the ordinance (Equal <br />Opportunity) regarding arbitrary rules also applies to passing a physical <br />fitness test. <br /> <br />Mr. Goodrich replied that the key word is 'arbitrary'; requiring passing a <br />physical fitness test is acceptable; an applicant for the department could <br />not be excluded from consideration for some arbitrary reason. <br /> <br />Councilmember Pearson inquired as to the purpose of creating the police <br />department by Charter in addition to City Ordinance. <br /> <br />City Council Public Hearing/December 13, 1988 <br /> <br />Page 1 of 2 <br /> <br /> <br />
