Mr. Goodrich replied that the charter amendment is being considered because <br />a petitio~ was submitted to City Council requesting that the police <br />departmemt'become a chartered department of the city versus a department <br />established by ordinance. Because the police department would be a <br />chartered department, it would be much more difficult for City Council to <br />affect it; i.e., if City Council wanted to eliminate the Police Department, <br />it would be subject to a public election. <br /> <br />CITIZEN INPUT <br /> <br />Richard Cich - 6440 170th Avenue - Mr. Cich stated that he has been <br />involved with this particular project for well over one year. The signers <br />of the petition would appreciate a unanimous City Council vote on the <br />issue. Mr, Cich referred to Councilmember Pearson's inquiry as to the <br />purpose or'having a chartered police department and replied that it is a <br />stability issue. The stability of the law enforcement agency is a major <br />issue wheni~persons are considering locating within a community. Mr. Cich <br />noted thatlRamsey's police department has a case closure rate in excess of <br />45%, which no other surrounding community can claim. With the influx in <br />population.and crime, the department will need the city's total backing <br />to maintain that closure rate. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson to <br />adjourn th~ public hearing. <br /> <br />Motion carxied. Voting Yes: Mayor Reimann, Councilmembers Sorteberg, <br />DeLuca, Pearson and Bawden.
