Councilm~m~er Bawden stated that he disagrees with Item #4 of the proposed <br />resolution'which requires a minimum of 6,000 square feet of merchandise <br />floor spac'~e as existing facilities are required by ordinance to have only <br />4,000 square feet. <br /> <br />Councitmember Bawden referred to Item #'s 1 and 2 of the proposed <br />resolutionl (requiring location to be urban area and facility to be served <br />by public utilities) and disagreed with proprietary specifications that <br />dictate w~re a business can be located; appropriate business locations <br />should be .determined by zoning and be a decision of the owner. <br /> <br />Brad Dahl ~ 6015 Radium Circle - Stated that he agrees with Councilmember <br />Bawden's comments and requested that Council not limit the additional off- <br />sale liquor license to the urban area. <br /> <br />Bradley K~rn- 17940 Uranium Street- Stated that he feels the intent to <br />assure a c!ertain level of investment in a facility by requiring a minimum <br />of 6,000 !isquare feet is met with the existing 4,000 square foot <br />requirement; that anyone who currently holds a liquor license should not be <br />eligible ~or another license as it leads to monopolizing and loss of <br />competitiveness. <br /> <br />Mr. Dick M~ller - Stated that restricting the additional off-sale license <br />to the urban area is unfair to owners of commercial property in the rural <br />district. ~ <br /> <br />Councilmember DeLuca stated that requiring a minimum of 4,000 square feet <br />is reasonable; restricting issuance of the license in the urban area is <br />an extension of Council's policy to encourage development in the urban <br />area. <br /> <br />Mayor Rei~ann noted that restricting the location of a business may be it's <br />downfall a~ the urban area may not be a viable location at this time. <br /> <br />Mr. Hartlei~ noted that the recipient of the addtional off-sale liquor <br />license cmn also be determined by random selection rather than by <br />es tab Iishi~g criteria. <br /> <br />Councilmember $orteberg noted that in the past the City has not restricted <br />general business development to the sewer and water area, only high water <br />usage businesses. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Pearson <br />to adopt Resolution #88-241, amended as follows, establishing criteria for <br />the issuance of an off-sale liquor license and directing City Staff to <br />prepare an~' ordinance for same: <br /> <br />a. Eliminate Item #2 of the criteria requiring the facility to be <br /> served by public sewer and water. <br /> <br />b.
