3, review fi~e department operation on a quarterly basis and assist the Fire Chief in <br /> determining possible areas of improvements; <br /> <br />4. review a~d approve rules and regulations for the fire department; <br /> <br />5. act as Fire Chief administratively in the absence of the Fire Chief; <br /> <br />6. confirm Officer appointment by the Fire Chief. <br /> <br />F. COMPOSITION <br />The commissiOn shall be composed of the City Administrator, two members of the City Council <br />appointed ant/ually at the first regular meeting of the City Council in January, three Fire <br />Fighters nomil~ated and appointed by all fire fighters annually no later than January 15, one <br />person appointed by the City Council and the Fire Chief (ex officio). <br /> <br />G. MEMBERS METHOD OF SELECTION - TERM OF OFFICE REMOVAL <br />1. The chaiq:)erson shall be selected annually by a majority vote of the board. The <br /> chairpersbn may be removed by a majority vote of the board. The chairperson shall have <br /> the following responsibilities in addition to those otherwise described herein: <br /> a. Preside over all meetings of the board. <br /> b. Appear or appoint a representative to appear, as necessary, before the city advisory <br /> boarCls and the City Council to present the viewpoint of the board on matters pertaining <br /> to the fire safety funclion of the City as it relates to business under consideration by <br /> said :board or City Council. <br /> c. Review all City Council, Planning Commission and other advisory board minutes and <br /> inform the Fire Board of matters relevant to the fire safety function of the City. <br /> d. Provide liaison with other governmental and volunteer units in matters relating to the <br /> fire safety function of the City. <br /> e. Prepare agendas for each board meeting. <br />2. A vice chairperson shall be appointed annually by the chairperson. The vice chairperson <br /> shall perform such duties as may be assigned by the chairperson and shall assume <br /> responsil~ilities of the chair in the absence of the chairperson. <br />3. Members. of the board shall be appointed by a majority vote of the City Council for terms of <br /> three years, except that any person appointed to fill a vacancy occurring prior to the <br /> expiration of the term for which his predecessor was appointed shall be appointed only for <br /> the remainder of such term. <br />4. Members of the board shall be residents of the City of Ramsey while serving on the board <br /> and shalll represent a.broad range of interest in the fire safety function of the City. <br />5. The boar~d became effective on their first meeting on August 15, 1988. <br />6. Members may resign voluntarily or may be removed from office by a majority vote of the <br /> City CouOcil. Three consecutive unexcused absences from duly called board meetings shall <br /> constitute automatic resignation from office. Vacancies in the board are to be filled by City <br /> Council appointment with a majority vote. <br />7. Members shall serve without compensation. <br /> <br />H. RULES AND PROCEDURES <br />The board shall adopt such rules and procedures not inconsistent with these provisions as may <br />be necessary~for the proper execution and conduct of business. <br /> <br /> <br />
