As I walked around the pile, I pulled a smoldering piece of carpet out. I asked Mr. Guimont if the <br />Fire Department informed its men of the substance of the City's open burn ordinance, which <br />required a permit, an inspection, a fee, and listed prohibited material (i.e. PVC pipe, carpeting, <br />sheathing, glue tubes, generic construction debris). He said they were hand-feeding the fire for <br />that reason. I pointed out that the fire was easily visible from a busy road, and anyone aware of <br />the open burn policy would find this burn in violation, and would contribute to a "culture of fire." <br /> <br />I suggested that the fire should be put out, and he said he would use the bobcat for that purpose. <br /> <br />I then drove to the pay phone and a third time called 911, asking the dispatcher to please send a <br />squad to the site to ascertain that it was an open burn without a permit, with prohibited material. <br />The dispatcher said that she would not send a squad when the Fire Department was in attendance, <br />but she could have an officer call me. <br /> <br />I returned home and soon after a Ramsey officer called. He indicated the Fire Department was <br />cognizant of the "practice burn" and they had several in the past summer. I indicated I would be <br />writing a memo inquiring of the practice burn policy. I appreciated his prompt call, since this <br />procedure was unknown to me and appeared ~o have violated City ordinance, DNR rules and PCA <br />Air Quality rules. <br /> <br /> <br />
