DNR files indicated one <br />training permit obtained by the Ramsey Fire Department in April 1994. Have there been recent <br />unpermitted training bums? <br /> <br />My recommendation is to seek a citation for the responsible party for this fire event: <br /> <br />Burning without a permit <br />Burning prohibited material <br />Any additional appropriate citing. <br />Administrative sanctions? <br /> <br />This was not a permitted fire. The DNR supervisor indicated that Fire Departments are not exempt <br />from permit process, and are expected to apply for a permit for each training event. This open <br />bum of demo debris also is a violation of PCA Air Quality Rules. <br /> <br />The fact that a Ramsey firefighter was tending the fire is additionally troubling, and opens the door <br />for additional issues: liability and credibility.
