CASE <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO GRADE AND EXPORT SOILS; <br />CASE OF THOMAS KURAK <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />The City has received an application fi.om Tom Kurak to grade and export soils from his property <br />at 15001 Sunfish Lake Boulevard N.W. <br /> <br />Observation: <br /> <br />Staffhas reviewed the material submitted pursuant to a request for a mining and grading permit <br />for the Thomaswood Corporation. The submittals consist of the following: <br /> <br />· 1989 topographic map of the area showing two foot contour intervals (not attached). <br />· Two sheet set of plans illustrating the proposed grades, the location of silt fence, and a <br /> phasing area plan. <br />· A page of notes regarding the operation. <br /> <br />Our review of the above materials finds the following deficiencies in the required application <br />submittals: : <br /> <br />· The submittal contains no property or right-of-way lines. <br />· Existing vegetation is shown on the 1989 contour map, but is missing fi.om the proposed <br /> grading plan. <br />· The contour map is required to extend 350 feet beyond the extent of the grading. The <br /> requiremen~t could be waived for the areas to the east, south and west because natural and <br /> road borders exist, however the property to the north should be included. Alsom this area has <br /> been regraded from the 1989 contours. <br />· The location of stockpiled materials is not identified. <br />· The location of vehicle parking and access roads from the excavation site to the County <br /> highway are not identified. <br />· Although silt fence is identified, additional erosion control measures will be required for an <br /> operation of this magnitude, particularly for the phases adjacent to the environmentally <br /> sensitive areas. <br />· The location of the reforestation is not identified. <br />· The number of trees removed is not identified. <br />· The ultimate land use has not been specified. <br />· The existing well is not shown. <br /> <br />In addition to the above submittal deficiencies, I would offer these general comments on the <br />plans submitted: <br /> <br /> <br />
