If the ultimate land use proposed is residential development, the proposed final grades will <br /> not allow for gravity sanitary sewer service on the north and northwest portions of the mined <br /> <br /> area. <br /> The grade of future streets including the extension of Sodium and access onto Sunfish Lake <br /> Boulevard will exceed desirable grades due to steepness. <br />The extremely flat final grades will require larger, more expensive storm sewer when the <br />parcel is developed. <br />The proposed final grades around the homestead exceed the maximum 1:12 slope specified in <br />City Ordinance. <br />This plan will result in substantial loss of mature trees along the northeast comer of Sunfish <br />Lake and Wetland 114P. The performance standards states that "Existing tree and ground <br />cover shall be preserved to the extent feasible, maintained and supplemented by selective <br />cutting, transplanting and replanting of trees, shrubs, and other ground cover along all back <br />areas." <br />There is no indication in the application materials as to the amount of material to be mined. <br />It is our understanding that the amount is approximately 800,000 cubic yards. A cursory <br />review of the existing and proposed grades suggest this may be a low estimate as four of the <br />eight planned areas have an estimate of 600,000 cubic yards. <br />Contrary to what is stated in on the sheet of notes, several of the phases exceed five acres in <br />size and the total area proposed for excavation is approximately 41 to 42 areas. <br />An operational plan should be submitted which identifies the sequencing of excavation <br />within each phase. <br />The location of the haul road must be identified. This is necessary to determine what level of <br />control needs to be placed on the operation to control dust and noise, and also what <br />conditions are placed on access to Sunfish Lake Boulevard by the County. <br /> <br />Recommendation: <br /> <br />It is staff's recommendation that action on this permit request be tabled until the deficient <br />elements are submitted or revised.
