10. That the subject property is in the Urban Service Area which City Code states may receive <br /> municipal utilities before 2000. <br /> <br />11. That the proposed zoning amendment will/wilt not substantially adversely impair the use or <br /> market value of any surrounding property. <br /> <br />12.
