C SE # g <br /> <br /> PROPOSED ORDINANCE TO ESTABLISH <br />· REGULATIONS FOR TOWERS AND ANTENNAS <br /> By: Planning Intern Kirk Skoog <br /> <br />Background: <br /> <br />On February 4, 1997, the Planning Commission requested changes to the proposed towers <br />ordinance. Th~ ordinance has been amended accordingly. Also, on March 13, 1997, the Park <br />and Recreation~ Commission recommended that the City Council approve the language of the <br />towers ordinanCe as it pertains to park issues and siting. The minutes of this case are enclosed. <br /> <br />Observations:i <br /> <br />On March 11, 1997, the City of Ramsey received a letter from John Santic at Fluor Daniel <br />Telecom. A bopy of this letter is enclosed for your reference. The letter states that radio <br />frequency engineers are not licensed by the State of Minnesota. Therefore, Mr. Santic believes <br />that the sectmns of Ramsey's proposed towers ordinance which require professional engineering <br />certification for issues related to radio frequency are inappropriate. <br /> <br />Recommendation: <br /> <br />City Staff re ~c0rnmends that the Planning Commission forward the enclosed proposed towers <br />ordinance to th~ City Council for consideration with the following minor amendments: <br /> <br />1) <br />2) <br /> <br />3) <br /> <br />Delete all references to radio frequency engineers. <br />9.15.09 (a)(2): Replace "a seventy-five (75) foot tall tower" with "the height limit <br />for a complying tower." <br />Delete section 9.15.09 (b) because it is a typo. <br /> <br />Commission Action: <br /> <br />Motion to recommend that the City Council consider the proposed ordinance to amend Chapter 9 <br />of the City Code which will establish regulatory controls on the siting of antennas and towers. <br /> <br />Review Checklist: <br /> <br />Zoning Administrator <br />PC: 4/1/97 <br /> <br /> <br />
