I reviewed the draft plan with the City's
Road and Bridge Committee on December 16, 1997, and would like to relate to you several
comments suggested by the Committee.

Figure i, which illustrates the key highway system recommendations, shows the proposed
Mississippi River Crossing and the associated turnback of County Road #56 to the State as it
presently exists in the current 2010 plan. While the City continues to be supportive of the
Mississippi River Crossing, it was the Committee's feeling that the northward extension should
meet County Road #1 I6 in a tee fashion which would then allow northbound traffic to utilize
multiple north/south arterial options rather then focusing the traffic onto County Road #56.
Perhaps this modification will have some impact on the proposed jurisdictional change of County
Road #56 to the State.

Secondly, the City would encourage the addition of a Park and Ride lot at the intersection of
CSAH #5 and T.H. #47 to Figure ii which contains key transit system recommendations. Lord of
Life Church has issued a memo of support for this concept which was included in our recent STP
grant application for the T.H. #47.project.

Finally, the Committee desired additional information on the proposal to. upgrade T.H. #I0 to
four-lane freeway from County Road #86 eastward. Presumably, this would mean a continuous
freeway from Armstrong Boulevard through Anoka and Coon Rapids. At which existing
intersections would there be interchanges? The Committee desires a meeting with you to discuss

Itl
