The Local Initiative Project <br />runs from 142nd Avenue to Xkimo Street. A larger project, known as the STP project, runs from <br />142nd Avenue through 153rd Avenue. A meeting was held with Mn/DOT on December 10, <br />1997, and access control was discussed along the entire Trunk Highway #47 corridor from 142nd <br />Avenue to 153rd Avenue. Mn/DOT was informed that some undeveloped properties along this <br />corridor either expressed an interest or are anticipated to request access directly to Trunk <br />Highway #47. Mr. Raudio's and Mr. Foster's property is included. Mn/DOT advised the City <br />that the Local Initiative Project has been moved to Fiscal Year I999. This gives the City the <br />opportunity to let a construction contract after the June 30, 1998 current deadline, if it so <br />chooses. The STP project appears very likely to be approved and notice of the award is <br />anticipated in mid-January. The STP project is programmed for Federal Fiscal Year 2001, but it <br />is likely that it could be moved ahead to for a fail 1999 construction if the City were to <br />vigorously pursue the design and right-of-way acquisitions. <br /> <br />At the December 10, I997 meeting, discussion was focused on what to do about the Local <br />Initiative Project, which possibly could be initiated in the fall 1998. Mn/DOT indicated that they <br />would be agreeable to allow their $432,000 funding to be used on the northerly half of the Local <br />Initiative Project, which is identified as Project 1 on the Local Initiative Exhibit. However, this <br />was made contingent upon the City obtaining rights-of-access on both the east and west sides of <br />the project. <br /> <br />It was the consensus of the December 19 meeting participants that if access was obtained by the <br />City, Mr. Raudio and Mr. Foster would need to be compensated for the loss of these access <br />rights. Mr. Foster indicated that he valued those fights at roughly $200,000, citing reduction in <br />property value from $7 to $5 per square foot. Mn/DOT indicated in the December I 0 meeting, <br />that they would participate financially in the fight-of-access acquisition, perhaps to $100,000. It <br />was furthermore the consensus of the group that if the Mn/DOT proposal is to be pursued, a <br /> <br />//7 <br /> <br /> <br />
