RB CASE

UPDATE ON T.H. g47 PROJECTS
By: Steve Jankowskl, City Engineer

Background:

At the December 16, 1997 Road and Bridge Committee meeting, a report was made on the
results of a ~)ecember 10, 1997 meeting held with MnDOT, Mayor Gamec, Councilmember
Haas Steffen ~and I. The following issues were clarified:

1) The ~I30cal Initiative Project has been transferred by MnDOT from Fiscal Year (FY) 1998
to ~ 1999. This gives the City the opportunity to let a construction contract after the
June $0, 1998 deadline, if it so chooses.
2) The n/ill and overlay project which was previously reported as being scheduled for spring
1999,1has been pushed back to spring 2000.
3) The d;ost :of the mill and overlay project is estimated to be $500,000 with roughly
$100,000 attributable to that portion which would be covered by the STP project. A
detertflination has not been made as to whether MnDOT would apply the $100,000
savings tothe STP project.
4) AcceS~ control was discussed at length. The STP project would create four full
moVefiaent intersections at 142nd Avenue, C.S.A.H. #5/Xkimo Street, 149th Avenue, and
I53rd[i Avenue. The Cobalt/149th Lane intersection would have a raised median
prohibiting left tums. The 152nd Avenue intersection would remain in its existing status
but WOuld' be eliminated when another outlet for the neighborhood could be provided to
the w~st. Three existing residences would continue to have direct access to the highway
after t~e STP project. Finally, MnDOT agreed to continue to work with the City on the
acces~ issues associated with the undeveloped parcels relative to the STP project.

Subsequent t¢ this meeting, a meeting was held with City officials and property owners Art
Raudio and Rick Foster. A copy of the minutes of that meeting are attached. It was the
consensus of Mayor Gamee and Councilmember Haas Steffen that no action would be taken until
notice of the ~STP project award was made. It is anticipated that this announcement will occur
before January 20, 1998, the date of the Road and Bridge Committee meeting.

Committee Action:

If award is received by the time of the meeting, the Road and Bridge Committee may wish to
review the award and make a recommendation to City Council regarding its acceptance.

Reviewed by:

City Enginee~
City AttorneY
Acting City Administrator
R&B: 01/27~8

jmt/TH47.doc

I/ t,,
