CASE <br /> <br /> ALLOCATION OF <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Basically, CDBG funds are limited to being used for projects that benefit the handicapped, senior <br />citizens and i~ow to moderate income persons; planning projects; economic development <br />activities; and ~istorical preservation. The City of Ramsey's allocation for 1996 and 1998 CDBG <br />funds is in:th~ mount of $64,494.00. The City also has $11,289.00 in unallocated funds <br />remaining frO~ 1997. Each year you do a project, the County deducts $1,000.00 from the <br />allocation for ~strative expenses. 1998 is the third year of a 3 year cycle and Ramsey must <br />do a project o~ forfeit the funds. We are therefore looking at allocating a total of $74,783.00. <br />The public being!to receive requests and suggestions for use of the funds was held on January <br />13. For your ' .fffformation, the table of historical CDBG projects is enclosed. <br /> <br />Observafions:~: <br /> <br />The following ~equests for CDBG funds were received from public service agencies. <br /> <br />Alexandra HOuse <br /> <br />$2.500.00 <br /> <br />Funds are useff to pay the cost of stay for working poor women and families from Ramsey who <br />are not eligible to receive Temporary Assistance to Needy Families) or general' assistance <br />payments. In i[1997, Alexandra House provided emergency and non-emergency (assistance in <br />filing orders for protection, accompaniment to court, transportation needs, general information <br />and support) s ,0¢vices to 78 Ramsey residents. <br /> <br />North AnokaMeals on Wheels $3.733,00 <br /> <br />Either on a temporary or permanent basis, North Anoka Meals on Wheels provided services to 49 <br />Ramsey residetats in 1997. <br /> <br />Communi _tyEmi~rgency Action Program (CEAP) <br /> <br />$3.000.00 <br /> <br />CEAP provide,$~' families with food, clothing and financial assistance to stabilize the living <br />situation during a orisis and prevent hunger and homelessness. CEAP serviced 376 families in <br />the 55303 zip Oode area in 1997. <br /> <br />Northwest SubUrban Kinship <br /> <br />$2.500.00 <br /> <br />Two youth within 2 family units were served in 1997. Commitments to participation in the <br />Kinship prograrn generally nm longer than one year. Kinship provides youth with an adult friend <br />to help them beCome a productive member of the family and community. <br /> <br /> <br />
