Chief Griffin felt mat ne Department would eventually get into thc rescuWmedica] part: however, if
the feeling was that City Council would never respond to this issue, he doesfft want to spend the
time and money on Paining for it.

Boardmember Sharp asked why the Department couldn't offer these services to the citizens.

Councilmember Cich stated that budgeting is a problem as there would have to be someone in the
Fire Barn 2,.4 hours a da.,,, and they would 'also have to have a separate vehicle.

Chief Griffin stated the vehicle needed for rescue is already owned by the Department.

Steve Morrison, Assistant Fire Chief, stated that East Bethel, Andover and St. Francis Fire
Departments run a full medical service and they are not staffed full-time. He added that the
Ramsey Fire Department would just cover accidents.

Chairman Peterson stated he is not opposed, but he feels the main purpose is to be a Fire
Department.

Councilmember Cich stated he is opposed to the Department raking on addirion',d responsibilities at
this time.

Chief Griffin stated he would get more information regarding this issue from other departments
and present it to the Fire Board at another meeting.

Case #10: Budget Expenditures

Chief Griffin stated he is concerned with regard to what he needs to purchase, what has been
approved and what is still left of the $500,000 start-up fee.

The consensus of the Board was that Chief Griffin should prepare a list of the essentiai items for
the Fire Department and present them at the Budget meeting scheduled for Ma',, 28, 1991.

Case #11: Purchases for Safety-Related Expenditures

Captain Steve Wilson, in charge of u'aining, was present and addressed the following safer3, items
he felt are desperately needed:

1)

Different colored helmets - this would hetp the Fire Fighters identify who is in charge by
the color of the helmets.

2)

Radios - each officer should have a radio as it is the "eves" for what's going on inside a
burning house.

Veicro name tags on jackets - the velcro name tag would be given to the Officer at the door
of the burning structure and that way he would know who is inside - ~so reflective names
on the jacket and helmet would assist in communication inside a burning structure.

4')

Air chisel - he explained this is used to cut roofs off of cars and go through the windshield.
The Department has acquired it for 1/3 the cost, but it has not been paid for as 3'et.

Mrs. Heliing expressed concern with the bill for the air chisel not being paid yet and stressed the
importance of following the purchase policy to assure that bills get paid on time.

Fire Board/May 15, 1991
