coverage. The short-term ~lsabllity insurance just approved would
not apply In this came. The recommenaatlon Is that whatever the
package is for the short-term disability, that the benefit be
Oetermlned and given to Mr. Gulmont by the City, In effect,
retroactively.

Ms. McAioney gave the background Information regarding the method
of caculatlng benefits by Workers' Compensation for volunteer
f]reflghters, noting Mr. Gulmont receives $274.67 per week. Mr.
Gulmont is requesting $2,360 per month In additlon to Workers'
Compensation. Since short-term disability insurance has Just been
approved Dy the Council, a proposal would be to pay Mr. Gutmont
an additional $800 per month since November 4, which Is 15 days
after the injury was Incurred, until the end of the year. That
amount is equivalent to the proposed short-term disability
Insurance program. At that time Mr. Guimont wi]] also have to
submit a copy of his 1989 Federal Income Tax form and Schedule C.

J~¥ Guimont - explained he was never told about the coverage In
case of injury; he assumed he was covered and his wages would be
met. He stated he cannot support a family of five on $274 a week.
He ]s se]f-employed and has lost a lot of money as a result of this
injury. He said he would provide the necessary information after
the end of the year, though he has already supplied year-to-date
materials. Mr. Guimont stated the very limited coverage was a
surprise to everyone on the Department. He may have given
consideration to not volunteering or made other arrangements if he
had known the minimal coverage they had. He said he is just asking
for his wages to be met. Ms. McA]oney stated the City was not
obligated to provide any more coverage than it did, and many other
cltles have only Workers' Compensation.

Bruce Hoeke. Fireflqhter - stated the first Firefighters weren't
told anything about coverage. He explained the current procedure
for accepting new firefighters, but they receive nothing in writing
about their coverage for Injuries.

Mr. Hoxter - stated the FJrefighters were un,er the assumption
that their compensation under Workers' Comp would cover their
wages; and he thought they were covered because they cou]dntt start
their training until the City told them they were Insured. That is
why they are surprised that they really weren't covered.

A lengthy discussion ensued with several Firefighters and Staff'
regarding the information told to the Firefighters when they
vo]unteereo; on how benefits are determined un,er Workers'
Compensation based on a Firef]ghter's imputed wage, not the actual
outside wage of the injured person; on the City's coverage of
genera] ]iaDi]ity insurance and Workers' Co~n~nsation insurance
plus the short-term disability insurance approved this evening
which will De effective sometime early next year; and on Mr.
Guimont's request for compensation.

CITY' COUNCIL/DECEMBER ~i, ~ggO
Page I0 of i7
