It wou]O eliminate time Staff would have to <br />spend on~!lt, and he felt the Fire Department Is better able to <br />reach a ~onsensus among themselves as to the operation of the <br />program, <br /> <br />Mr. Hartley then noted that by tabling Case #3, the Relief <br />Assoclatlion-has not yet been established, This may give them an <br />opportunity to write these proposed benefits Into the By-Laws. <br />Chief Gr~ffin explained the General Fun~ and Special Fund accounts <br />of the R~]lef Association, noting this program would be <br />acknlnist~red through the General Fund, which has already been <br />establJshied. <br /> <br />Kenneth Malliov. City's audlttn~ flr~ - <br />explained t~e Relief Association is a separate entity rule~ by Its <br />own menlD~rs and Is under the control of Its By-Laws and the amount <br />of contrl!butlon the City allows. Once the money is given to the <br />Relief ASsociation, the Council no longer has control over those <br />funds. ~ <br /> <br />In further discussion on the mechanics of administering a <br />short-temm dlsabl]Ity program for the Firefighters, a suggestion <br />was to h&~e .the City ac~ninister the program for one year until the <br />Relief A~soc]ation is established. The Council also suggested the <br />By-Laws h'ave a provision in it that the funds provided by the City <br />for the ~rogram will be use~ for that disability insurance. <br />Another suggestion was that the Relief Association provide a copy <br />of the pri~mlum statement as assurance that the funds are being used <br />for that ~urPose. Ms. McAloney also noted a policy wi]] not be in <br />effect until after the first of the year because bids wi]] be <br />taken. <br /> <br />MOTION byI DeLuca, Seconde~ by Clch, to have Staff proceed with <br />short-term disability for the Fire Department, seek and receive <br />bids and iget the ball rolling on that for one year, and that the <br />Association will change their By-Laws; and it will run through <br />them for the second year and afterwards. FURTHER DISCUSSION: <br />Counci]member DeLuca stated It is with the understanding that the <br />cost wi]~ not exceed S5,750 for the year. Motion carried <br />unanimously. <br /> <br />CASE #6: Workers' Compensation Claim for Jay Guimont <br /> <br />Mr. Hartl~y exp]aine~ Jay Guimont was injured fighting a fire and <br />is receiving medical benefit from Workers' Compensation benefit <br />insurance~provI~ed by the City. Mr. Guimont is concerned that the <br />]eve] of ¢ompensation is not sufficient to meet his immediate <br />personal needs and that he was anticipating substantially more <br /> <br />CITY COUNCIL/DECEMBER Page 9 of 17 <br /> <br /> <br />
