Discussion was then on Items 22-32, with Mr. Otto noting Items 26 <br />and 29 were added. <br /> <br />MOTION by Deemer, Seconded by Zlmmerman, to modify Item 29, <br />change the worOs "Orop off" to "redemption". FURTHER DISCUSSION: <br />Mr. Rychner stated he did not Intend to accept lead, but he was <br />unclear as to what he could do and what ks meant Dy processing. <br />Mr. Otto stated It is actually creating an Identifiable product <br />from the material he Is purchasing. He understood the county uses <br />a simlllar definition. Until a recyc]able material is actually <br />changed to something else, it Is considered to De waste. <br /> <br />VOTE ON MOTION: Carried unanimously (Absent-Bawden, Terry). <br /> <br />Mr. Rychner addressed Item 24, stating he would be using methane as <br />his primary fuel, and off spec used oll only as a backup. He has <br />been told that a backup fuel ts necessary because the methane can <br />be shut off at any time. <br /> <br />MOTION by Deemer, Seconded by LaDue, move to modify the ]asr <br />sentence of Item 24 to "...he would not use off spec oil for <br />primary fuel." FURTHER DISCUSSION: Commissioner Hendriksen was <br />concerned over the word "primary", asking if that means for a day, <br />a week, a month -- how long can he burn off spec oll and still De <br />acceptable? Commissioner Deemer felt he could burn It as long as is <br />necessary depending or unless there are other conditions of visible <br />emissions, etc. This is also just a finding of fact. Commissioner <br />Hendriksen agreed with the last statement. <br /> <br />VOTE ON MOTION: YES-Deemer, Hendriksen, LaDue, Zimmerman; <br />NO-Thoru~; ABSENT-Bawden, Terry. Motion carried. <br /> <br />Items 33 through 43 were then discussed. Mr. Otto explained Item <br />35 no longer applies to the operation. Referencing Item 37, Mr. <br />Rychner explained he sells his used oil and buys clean off spec <br />oil to burn in the furnace. Also, he does not burn copper in the <br />furnace, though he could melt brass. In regard to Item 34, <br />Commissioner Hendrtksen felt that to make aluminum Ingots is really <br />stretching the intent of a product. Mr. Otto noted this is only <br />the Statement of Findings. Mr. Rychner felt this item does apply <br />for the prurchasing and processing of copper and brass. For Item <br />40, Mr. Rychner clarified the me]t-down operation will continue <br />24 hours a day, seven days a week. The hours of the front area for <br />purchasing metals, etc., wi]] be ? a.m. to 8 p.m., Monday through <br />Saturday. <br /> <br />MOTION by Thorud, Seconded by Deemer, to strike Item 35. <br />carried unanimously (ABSENT-Bawden, Terry). <br /> <br />Motion <br /> <br />Planning and Zoning Commission/December 6, 1990 <br /> Page 6 of i2 <br /> <br /> <br />
