CommissiOner HenUrJksen pointed out the Commission Is saying there
<br />will not,be a substantial improvement, and previous interpretation
<br />of the w~rU substantial has meant major benefit. Commissioner
<br />LaDue noted'this Is lnOustrlal property. Commissioner Deemer notea
<br />the lmprevementm called for In the site plan such as planting
<br />trees. ~ommlssloner Hendrlksen went on to protest, that running
<br />the oper&tlon outdoors rather than building a building Is not a
<br />"subst&n~lal Investment", that parts will not be paved which Is
<br />required by code, and that It Is an undesirable business with a
<br />high crane next to a reslaentlal area. He expressed
<br />frustration and lack of understanding on the votes cast on this
<br />matter, ~eellng there has been no sound reasoning for those votes.
<br />CommissiOner LaDue suggested they do not need a )ecture on their
<br />votes.

<br />Commisloner Hendrlksen then left the meeting. 9:47 p.m.
