Motion carried. <br /> <br />MOTION by Deemer, Seconded Dy LaDue, Item 56, Include the May 30, <br />1990, letter from the Tiller Corporation that was submitted and <br />read by the Chairman. <br /> <br />VOTE ON MOTION: YES-Deemer, LaDue, Thorud, Zimmerman; NO-None; <br />ABSENT: Bawden, Hendrlksen, Terry. Motion carried. <br /> <br />MOTION by Deemer, Seconded by LaDue, to adopt the amended <br />Findings of Fact. DISCUSSION: It was noted the Findings to be <br />adopted are those of December 3, t990, as amended this evening. <br /> <br />VOTE ON MOTION: YES-Deemer, LaDue, Zlmmerman; NO-Thorud; <br />ABSENT: Bawden, Hendrlksen, Terry. Motion carried. <br /> <br />The Commission then discussed the proposed conditional use permit. <br />Page 2 of the permit, Mr. Otto noted a correction under the Outline <br />of Monitoring Program. It should read under "Parameter", <br />"Particulates, opacity, SOX". <br /> <br />On Page 3, Mr. Rychner stated Item 15 needs to be modified as he <br />will be using off spec waste oi] in his furnaces. He then <br />explained that 80 percent of the waste ol] In the United States Is <br />burned. He has an EPA permit to burn drain oil at his existing <br />site. His oil is taken from the site, and he has screened and <br />filtered oil brought to the site to be burned. He would prefer to <br />use methane gas; however, It Is essential to have a backup when the <br />methane Is not available. <br /> <br />MOTION by Deemer, Seconded by LaDue, to change Item 13 to read, <br />"...for the primary operation and In no case a]]owe~ in the after <br />burner system. Methane gas wi]] be used whenever it is available."' <br />DISCUSSION: Commissioner Deemer noted the intent is the off spec <br />waste oil can be used as a backup, but not as the primary source of <br />operation. That coincides with what is found In the Findings of <br />Fact. <br /> <br />VOTE ON MOTION: YES-Deemer, LaDue, Thorud, ZJmmerman; NO-None; <br />ABSENT: Bawden, Hendriksen, Terry. Motion carried. <br /> <br />Page 5, Item 23, Mr. Jankowski asked that the first sentence <br />include a phase that surface waters meet ail applicable local and <br />water management organization water quality standards as we]] as <br />the state and federal ones.
