D. PARKS AND OPEN SPACE ELEMENT <br /> <br />In 1977, the City of Ramsey developed a Comprehensive Park and Open Space Plan <br />which was updated in 1980. The following is an overview of the park plan, which <br />includes the goals, objectives, park projects proposed for the next five years and <br />trails. The complete Comprehensive Park Plan is included in the appendix. <br /> <br />GOALS: <br /> <br />A long range Capital <br />Improvement Budget and <br />Program (CIP) should be <br />developed to provide efficient <br />use of park land to meet the <br />expanding needs of the people. <br /> <br />Recreation facilities should be <br />designed to be flexible to meet <br />the changing needs of the <br />people, especially at <br />neighborhood levels. <br /> <br />Planning for park development, <br />land acquisition and programs <br />should be coordinated with <br />adjacent communities, the <br />school district, the County, the <br />State, the Department of Natural <br />Resources and other <br />governmental bodies. <br /> <br />Parks and Open Space should be <br />developed and improved to take <br />maximum advantage of natural <br />features such as Lake Itasca, <br />Sunfish Lake, Trott and Ford <br />Brooks and natural drainage <br />areas. <br /> <br />Parks and Open Space should be <br />developed and improved to take <br />maximum advantage of natural <br />features such as Lake Itasca, <br />Sunfish Lake, Trott ~ <br />Brooks~,~,~, natural drainage <br /> <br />Great effort should be made to <br />preserve land on both sides of <br />Trott and Ford Brooks to link a <br />major trail system across the <br />City which could eventually tie <br />in with the Rum River Central <br />Park in the northeast corner of <br />the City.
