All community parks should <br />extend to street lines and not <br />abut residential property. This is <br />for the safety and protection of <br />the user and adjacent property <br />owner. Whenever possible, <br />neighborhood parks should <br />extend to street lines also. <br /> <br />Presently, emphasis should be <br />placed on appropriate land <br />acquisition. Development will <br />then follow on a priority basis. <br /> <br />Developers should dedicate 10 <br />percent of subdivided land or in <br />lieu of that provide 10 percent <br />cash value of undeveloped land. <br />This cash is to be deposited in <br />an interest bearing account <br />specifically for park land <br />acquisition or for park <br />development. The desired size <br />and location of park land shall 'be <br />reached by agreement between <br />developers and the City. The <br />City should not accept parcels of <br />land that are unsuitable for that <br />specific neighborhood park <br />development. <br /> <br />The Park and Recreation <br />Commission should review all <br />preliminary plats and recommend <br />changes in the location of park <br />spaces with respect to the <br />guidelines set forth in the <br />comprehensive plan before the <br />pla'~ is formally approved, <br /> <br />8'~'8'(~'~'~'8 .......... i"0 .........
