15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19. <br /> <br />To a practical extent, the <br />Planning and Zoning Commission <br />should adhere to the policies of <br />land acquisition, parks and open <br />spaces and trailways (greenbelts, <br />waterways, bike trails, hiking <br />trails, ski trails, snowmobile <br />trails, walkways, etc.) as <br />recommended by the Park and <br />Recreation Commission. <br /> <br />All Parks and Open Space areas <br />should be comprehensively <br />designed with appropriate high <br />quality amenities, boundary <br />marker/buffers and be made <br />easily identifiable and accessible. <br /> <br />The City should accept the park <br />lands as a major part of the <br />City's service infrastructure. In <br />line with this an adequate <br />maintenance budget and <br />program budget should be <br />allocated from the general funds. <br /> <br />In addition to tax supported <br />budgets, the Parks Commission <br />should institute an aggressive <br />program to encourage corporate <br />and public contributions along <br />with project oriented <br />commitments from the various <br />service organizations. <br /> <br />As called for by the Mississippi <br />River Critical Area Designation, <br />a continuous trail will be <br />provided along the Mississippi <br />River for pedestrian and bicycle <br />use. Where direct access is not <br />possible, existing streets will be <br />used as part of the trail system <br />and identified with signs. The <br />proposed trail is shown in the <br />Ramsey Mississippi River Critical <br />Area Plan. <br /> <br />19. <br /> <br />As called for by the Mississippi <br />River Critical Area Designation, <br />a continuous trail will be <br />provided along the Mississippi <br />River for pedestrian and bicycle <br />use.
