CASE #2

STATUS OF
by: Mark

PARK BOND ISSUE COMMITTEE
Boos, Parks/Utilities Coordinator

Background:

Following July 24, 1990 City Council meeting, a Park Bond Issue Committee was formed.
The Committee was formed, in part, by the number of RYAA requests for park
improvements at the time, but also, recognizing the limited amount of general fund dollars
available in the near future for park system improvements.

The Park Bond Issue Committee, to my knowledge, met only on August 29, 1990. The
members of that Committee are as follows:

Gary Reimann, City Council
Alan Pearson, City Council
Gerald Zimmerman, Planning and Zoning Commission
Michael Terry, Planning and Zoning Commission
Glen Hardin, Economic Development Commission
Kenneth Wagner, Economic Development Commission
Ronald Hetland, Park and Recreation Commission
Jill Prall, Park and Recreation Commission
Claudia Dodge, Community Education
Beverly Swanson, Ramsey Youth Athletic Association (RYAA)
Priscilla Lund, Ramsey Youth Athletic Association (RYAA)
Mary Guentzel, Senior Citizens Club
John Lichter, Anoka Hockey Association (AAHA)
Vic Bunes, Anoka Area Hockey Association (AAHA)

At the same time City Council adopted the 1991 Comprehensive Parks and Open Space
Plan, a question was raised of them as to their perceived need for, and the status of, the
Park Bond Issue Committee. Staff direction from Council was to have the Park and
Recreation Commission make that determination.

Observations:

The consensus of Park Commission discussions regarding the Park Bond Issue was that
the 1992 Capital Improvement Program process should be concluded prior to any action
being taken on any park bond issue.

The Commission may wish to inform current Park Bond Committee members that the
Committee is not active or necessary at this time, but given general fund limitations, and
increasing demands for a variety of park facilities and recreational opportunities, the issue
may soon resurface.

It was indicated to City Council that the Commission will notify them of the status of the
Park Bond Issue Committee upon your decision tonight.

Commission Action:

Dissolve current Park Bond Issue Committee with a letter of appreciation from the Park and
Recreation Commission to the Committee members.

Officially suspend the Park Bond Issue Committee activities until further notice.
