CASE #1 DETERMINE PARK DEDICATION FOR RIVER BLUFFS P.U.D. By: Mark Boos, Parks/Utilities Coordinator Personal Observations: The Miller's development plans have changed significantly since 1989; street configurations, open space proposed as public and then private, and most recently a fragmented proposed trail corridor reduced from 35 feet to 30 feet. Constants in this P.U.D. have been parking concerns and no provisions for linking the proposed trail corridor or outlots to the 153rd Avenue trail corridor. It will be helpful to review the P.U.D. as currently proposed in contrast to referring to past recommendations and combinations of dedications. Jim Gromberg, Project Manager, located documentation that the City did receive a 30 foot ri'ail easement along only Lot 16 in Stanhope River Hills. This would provide for a 60 foot trail corridor along the north!edge of half of the plat, but still short of the recently adopted Parks Comprehensive Plan standard width of 75 feet outside of the Urban Area. Stanhope Terrace to the west and north of 153rd Avenae does have a 35 foot trail width preserved already and in addition has right-of-way (R.O.W.) that Could be used to a degree. Although Stanhope Terrace's trail is only 35 feet wide, it may be less critical because only one home owner at'a time needs to be buffered from the trail. River Bluffs will have property owners on both sides and should provide for multi-use trails and a meandering scenic atmosphere. This is also one of the City's last opportunities to provide additional recreational access to the Rum River for its residents.
