• ACD staff must work to standardize WCA administration by LGUs to ensure <br />continuity throughout the county. This may require supporting changes to who <br />serves as the WCA LGU for some areas as well instituting a fee structure that <br />provides adequate funding for services provided. <br />• Support actions by BWSR to compel effective water resource management in the <br />Upper Rum River WMO. <br />• Research making individual sewage treatment system (ISTS) and well sealing <br />funding opportunities available to Anoka County residents. <br />• Research funding opportunities to offer assistance with oak wilt control to <br />landowners. <br />• Work through the Metro Conservation Districts to capitalize on mutually beneficial <br />cross -county collaboration and training to share expertise among conservation <br />districts. <br />• Actively engage in the discussion regarding ground water protection vs. <br />infiltration; quality vs. quantity. <br />• Enhance development plat review process by adding water quality modeling and <br />being involved in the sketch planning phase and promote the service to northern <br />tier communities. <br />• Develop redundancy in staff expertise through cross -training to ensure program <br />continuity during staff turnover. <br />• Develop and maintain a project inventory to track project effectiveness and <br />maintenance needs over time. <br />page 42 Anoka Conservation District Comprehensive Plan October 2014 <br />
