Adjustments in Authorities <br />Resolutions to initiate the programs and services described in this plan will be prepared <br />as appropriate. ACD's statutorily derived authorities are sufficient to implement this <br />plan. With a stable funding source, this plan could be enhanced with a timeline for <br />implementation. <br />ACD will support funding options, legislation and local ordinances that achieve the <br />following: <br />• Provide SWCDs with operational and programmatic levy authority. <br />• Conserve groundwater through mechanisms such as mandated rain/soil moisture <br />sensors on irrigation systems, private well regulation, limits on manicured lawn <br />size, plumbing code updates to allow gray water segregation, reuse and/or <br />infiltration. <br />• Allow reimbursement of full fee schedule rates from state grants for soil and <br />water conservation districts. <br />• Provide funding for the long-term inspection and maintenance of BMPs. <br />• Support development of a technical approval authority training and certification <br />program by BWSR that doesn't rely on NRCS provided lead ig and oversight. An <br />online module based system would be ideal to accommodate training needs <br />arising from staff turn -over and workload variability over time and would follow <br />employees as they move between jobs. <br />Anoka Conservation District Comprehensive Plan October 2014 page 43 <br />
