Future Strategies and Programs <br />The ACD reserves the right to identify programs to pursue during the annual planning <br />process. The Comprehensive Plan outlines resource priorities and programs without <br />commitment to specific years. Because ACD's budget is subject to the control of outside <br />agencies, it is not possible to predetermine a specific time line for tasks. To <br />accommodate grant application requirements, ACD has added a project priorities list to <br />the cost share program requirements sections that will be updated as needed. <br />The ACD Board of Supervisors has identified five major issues to address in Anoka <br />County in the coming years: water quality, water quantity, natural habitats, wetlands, <br />and soils. There are several means of addressing a given issue. ACD has selected the <br />following general mechanisms: monitor, inventory, analyze, plan, protect, assist, fund, <br />administer, sell/rent, and educate. <br />Mechanism <br />Water Quality <br />Water Quantity <br />Natural Habitats <br />Monitor lakes, rivers, groundwater and precipitation utilizing staff and a <br />volunteer network to: <br />• maintain baseline data, establish trends and identify and <br />diagnose the nature of problems in <br />• water quality, water quantity, and biota <br />• in high priority water resources. <br />Inventory natural resources to ensure staff have updated information <br />necessary to make sound resource management decisions to improve <br />water quality, reduce flooding, preserve soil health, and enhance wildlife <br />habitat. Routine inventory work is needed on: <br />• the condition of riparian properties on priority lakes and rivers, <br />• aquatic and terrestrial invasive species <br />• wetland restoration opportunities, and <br />• wetland replacement sites under the WCA. <br />Analyze properties to identify management approaches to optimize <br />natural resource quality, quantity and distribution. Analyses vary in scale <br />and scope and include: <br />• water resource diagnostic studies and TMDLs/WRAPS typically <br />on a watershed basis to determine the cause of water impairment ( <br />on high priority water bodies, <br />page 52 Anoka Conservation District Comprehensive Plan October 2014 <br />
