Mechanism <br />Water Quality <br />Water Quantity <br />Natural Habitats <br />• stormwater retrofit analyses typically in urbanized settings at the <br />subwatershed or catchment scale that contribute untreated water <br />to high priority water bodies, the purpose of which is to identify <br />the most cost-effective practices to improve water quality and <br />reduce flooding, and <br />• development plat reviews to provide comments on all aspects of <br />natural resource management including forestry, soil health, <br />water quality management, erosion and sediment control, N( N( N <br />invasive species, wildlife habitat, groundwater conservation, and <br />energy conservation; including the expansion of this service to <br />municipalities not currently participating. <br />Plan for the effective utilization of limited staff and financial resources of <br />the district through the development of: <br />• comprehensive plans every five years, <br />• annual plans each year, and <br />• mutually beneficial partnerships with other government entities <br />and non-profit organizations. <br />Plan for the long-term viability of the natural resource base of Anoka <br />County by: <br />• identifying and prioritizing natural resource issues and trends in <br />ACD's comprehensive and annual planning processes, <br />• reviewing and commenting on city and water management <br />comprehensive plans, <br />• providing leadership to establish and implement a greenway <br />network plan that focuses on the protection of remaining natural <br />communities and interconnecting expansive habitat areas, <br />• updating the wildlife corridors plan with input from stakeholders, <br />• participating in aquatic invasive species management in <br />partnership with the MN DNR and Anoka County Parks <br />Department, <br />• encouraging conservation design development where feasible to <br />establish and maintain the greenway network and to protect high <br />quality ecosystems, <br />• positioning ACD to be a capable and prepared partner to assist <br />with the implementation of the northeast metro groundwater <br />management strategy, <br />• developing and implementing a groundwater use audit program, <br />and <br />Anoka Conservation District Comprehensive Plan October 2014 page 53 <br />
