Public Works Superintendent Riemer commented it was it was the wettest spring in 135 years.
Chairperson Backous pointed out there was a 100 -year event two years ago as well. He
reiterated that another citizen came forth a few weeks ago.
Ms. Miske explained the home was flooded three years ago, but they attributed it to having a wet
spring. There was not much damage. This time, she said it was devastating. Her husband was
on military duty during the flooding this past spring. She had to clean it up alone. As she
removed sheetrock, she found the insulation was trimmed up, and she found mold, which
showed that this had happened before they moved in. She said her insurance initially approved
her claim, but then denied it last week. She stated she cannot keep fixing the house and then fix
the same thing again two years later. It is expensive to keep repairing the basement.
City Engineer Westby stated staff has been cataloging the calls as they are received and the
location of where they are coming from is tracked as well. He said this will hopefully aid in
prioritizing these issues.
Chairperson Backous asked if grants are available for situations such as this.
City Engineer Westby replied there are public grants, and rarely for the homeowner. They are
not easily found.
Councilmember Riley stated a comprehensive plan needs to be drawn.
City Engineer Westby noted that as a result of the meeting with Mr. Full, staff was directed to
start updating the modeling for stormwater. He said there are approximately 12 to 15 addresses
that are known to have issues with water coming in through the basements. He explained the
water comes up into the basements, and not up through the ground and then into the basements.
He indicated staff will set up meetings with Oak Grove and Nowthen, as mentioned earlier, and
at the minimum, each city can learn from each other.
3. APPROVE AGENDA
Motion by Councilmember Kuzma, seconded by Councilmember Riley, to approve the agenda,
as presented.
Motion carried. Voting Yes: Chairperson Backous, Councilmembers Kuzma and Riley. Voting
No: None.
4.
