Further discussion: Councilmember Riley requested to add the following to the discussion on Page 4 regarding item 6.01: Consider Drainage Concerns at 5220 - 156th Lane NW. Councilmember Riley questioned if this is the highest priori . property or area around the City. Public Works Superintendent Riemer answered it was not. Regular Meeting Minutes dated September 16, 2014 Motion carried. Voting Yes: Chairperson Backous, Councilmembers Riley and Kuzma. Voting No: None. 5. COMMITTEE BUSINESS 5.01: Consider a Recommendation on Resolution #14 -10 -204 Supporting the Highway 10 Access Planning Study Initiated by the Minnesota Department of Transportation City Engineer Bruce Westby reviewed the staff report. He showed an 8- minute video of an overview of the study. The video listed the projects that would be immediate, mid -term, and long -term priorities, and those that are opportunity driven. He explained now that the plan for the interchange at Armstrong is close to fruition, staff can start to concentrate on other projects. Some funding has come in for some of the projects. He stated if this resolution of support is adopted, it will approve the study and not specific projects. He acknowledged there will be concerns and issues with each of the projects, and they will be worked through as needed. This plan will be a large benefit to pedestrian traffic and mobility. He indicated this resolution will be brought forward to the Council on October 28. In the Resolution, there are several items listed the Staff feels the City and project partners should address with future phases of the study. These five items are listed in the Agenda. He said communication and partnership with the City of Anoka will be critical, as several of these projects boarder Anoka. City Engineer Westby noted a representative from Bolton and Mink is present for questions and concerns. Development Services Manager Gladhill noted the EDA and Planning Commission have reviewed the case, and each has recommended support for this Resolution. Chairperson Backous commented the approach is outstanding. He stated the time, effort and planning that went into this is outstanding and it is going to get us down the road faster. He said he supports the Resolution. City Engineer Westby mentioned Staff has discussed this Resolution, and would like to add the following to the motion: whereby the City of Ramsey would like to reserve the right to study the pedestrian crossing of Highway 10 with the Mississippi Crossing. Motion by Councilmember Kuzma, seconded by Councilmember Riley, to recommend that the City Council adopt Resolution #14 -10 -204 supporting the Highway 10 Access Planning Study with the needed areas of further analysis identified within said resolution whereby the City of Public Works Committee / October 21, 2014 Page 4 of 9
